Réforme de la justice congolaise : L’Ambassadeur Atundu Liongo propose une thérapie choc
Lors des États Généraux de la Justice, l’Ambassadeur André-Alain Atundu Liongo, président de la CDR, a interpellé les participants sur les graves failles du système judiciaire congolais. Dans une lettre ouverte, signée ce 11 Novembre 2023, il décrit une « justice malade », minée par la corruption et la perte des valeurs morales.
Tout en saluant le président Félix-Antoine Tshisekedi et le ministre de la Justice, Mutamba, pour leur engagement dans cette réforme, Atundu Liongo évoque un « cancer de la conscience » affectant magistrats, avocats, et justiciables. Il appelle à un réarmement moral axé sur le civisme et la déontologie, et propose cinq mesures clés pour redresser le système :
1. Réarmement moral basé sur le civisme et la conscience professionnelle ;
2. Audit éthique des magistrats et avocats pour garantir leur intégrité ;
3. Sanctions exemplaires contre les pratiques corrompues ;
4. Valorisation des acteurs méritants pour encourager l’intégrité ;
5. Évaluation annuelle pour mesurer les progrès.
